Narrative Description of Activities and Action Plan (the “Plan”) of
VEGAS FIRE AND RESCUE CHARITABLE ASSOCIATION, INC.
A Nevada Non-Profit Corporation
(the “Corporation”)
The Corporation’s purpose is to create, promote, and manage charitable events for members of the Las Vegas Fire and Rescue Department to engage the community to enhance the relationship between civilians and first responders, educate the public regarding safety and first response issues, and to coordinate with other 501(c)(3) entities to fulfill shared public education and community outreach goals.
Existing to create enthusiasm and unity between the Las Vegas fire service family, community businesses and other charitable organizations to increase community fire education, community safety awareness and boost the morale of the hard-working members of the Las Vegas Fire and Rescue team.
The Corporation was incorporated in 2017 and has not conducted any prior business. It must obtain non-profit status under Internal Revenue Code § 501(c)(3) prior to commencing its operations. Accordingly, there are no prior activities to disclose. Below, the Plan goes into detail regarding the Corporation’s plans for community functions, educational programming, and fundraising plans.
As soon as the Corporation receives its 501(c)(3) status and can commence its operations, it plans to conduct at least one community-facing event per quarter, with plans to conduct at least four events per year. Each of these events will allow for public participation and serve as a conduit for citizens of the City of Las Vegas to meet, build relationships with, and better understand the duties of the Las Vegas Fire and Rescue Department’s firefighters.
Each spring, the Corporation will sponsor an annual golf tournament. The Corporation’s directors have experience organizing and promoting similar tournaments in the past. This tournament will allow the Corporation’s members and the public to form teams, interact, further the Corporation’s educational and community outreach purposes, and supporting the Corporation’s purposes through the payment of entry fees and participation in raffles as discussed in more detail in the fundraising section below.
In the summer, the Corporation will sponsor a “family picnic” event. This will be an annual gathering for the Corporation’s members, which the public is invited to attend and share with employees of the Las Vegas Fire and Rescue Department. The Corporation’s directors have successfully organized similar events in the past, such as at the Wet-n-Wild water park in Clark County, Nevada. This event will allow the Corporation’s members and the public to interact, furthering the Corporation’s educational and community outreach purposes, and supporting the Corporation’s purposes through the payment of entry fees and participation in raffles as discussed in more detail in the fundraising section below.
The Corporation plans to conduct an annual softball tournament in the fall. To the best of the Corporation’s knowledge, there are no comparable organizations offering tournaments of this kind in the Las Vegas metropolitan area. This tournament will allow the Corporation’s members and the public to form teams, interact, further the Corporation’s educational and community outreach purposes, and supporting the Corporation’s purposes through the payment of entry fees and participation in raffles as discussed in more detail in the fundraising section below.
Each winter, the Corporation will hold its annual Firefighter’s Ball. The Corporation’s directors have experience organizing and promoting similar events in the past. This ball will be an opportunity to highlight the Corporation’s events over the past year, report to its members and the community as to its progress and financial accomplishments over the prior calendar year, and honor members who have made significant contributions over the prior year. This event will allow the Corporation’s members and the public to interact, promoting the Corporation’s accomplishments and purposes, furthering the Corporation’s educational and community outreach purposes, and supporting the Corporation’s purposes through the payment of entry fees and participation in raffles as discussed in more detail in the fundraising section below.
As soon as the Corporation receives its 501(c)(3) status and can commence its operations, it plans to engage in ongoing activity to serve its purposes of public education and improving community relations in several ways. First, the Corporation and its members plan to assist the Las Vegas Fire and Rescue Department’s public information officer with the use of the Corporation’s members and equipment in order to conduct more effective public safety and fire education programming. Relative to the needs of the City of Las Vegas, the Las Vegas Fire and Rescue Department’s public information officer’s resources are limited. Coordination with the Corporation’s members will allow the public information officer to have access to firefighters and their equipment in order to conduct valuable and much-needed fire safety training, particularly to children, and especially during both the dry summer months and fire-prone holiday season.
Second, the Corporation and its members will be involved in assisting the Boy Scouts of America’s Explorer scouting program, where young men participate in scouting within a fire-and-rescue environment to receive firefighting and first response training. The Corporation will promote engagement in this program among its members, create incentives for its members to volunteer as leaders for Explorer scouting programs associated with their firehouses, and assist with the Explorer program’s fundraising where possible.
Third, the Corporation intends to create academic scholarships worth a minimum of $1,000.00, available to both dependents of Las Vegas Fire and Rescue Department employees and the general public. In addition to academic criteria, the Corporation’s award of any scholarship will be conditioned on applicants carefully considering and responding to questions central to the Corporation’s purpose, and relating to public education about fire safety and the role of the Las Vegas Fire and Rescue Department within the community. A demonstrated interest in these issues is expected of any and all successful scholarship applicants.
The Corporation finally will coordinate its efforts and direct manpower, promotional and marketing activity, and donations to other 501(c)(3) entities with complementary community relations and educational purposes. These relationships and activities will be determined and approved on a case-by-case basis by the Corporation’s executive board. The purpose of these activities will be to assist related 501(c)(3) entities, and by extension the Corporation itself, by pooling resources to achieve common goals at a level that no one organization could have achieved independently.
The Corporation plans to raise revenue in several different ways. For each of the events identified in Section IV, above, the Corporation plans to charge for admission and attendance at each of the events. During these events, the Corporation will hold raffles or auctions (silent or live) for donated items, such as televisions, golf clubs, and other goods and services provided by local businesses or other donors. The proceeds from such raffles and auctions will be kept by the Corporation. The Corporation will also seek donations during these events, both in terms of immediate cash donations and by establishing relationships with community members who may wish to donate in the future.
At its regular meetings, the Corporation will also hold the raffles or auctions described above for the benefit of its members. Corporation members will be invited to participate in these activities, with the proceeds of their bids or purchase of raffle tickets for donated items to be kept by the Corporation. This member support is expected to be a reliable stream of revenue for the Corporation, but secondary to funds and in-kind contributions received from donors in connection with the events identified in Section IV, above.
Finally, the Corporation will seek long-term partnerships with businesses and institutions within the City of Las Vegas that wish to support the Corporation. The anticipated value of these relationships is unknown; however, such arrangements are common. The Corporation will pursue these alliances in order to secure reliable funding for its programs over a period of several years. The Corporation also will apply for any grants for which it may be eligible, and routinely seek out and try to obtain funding that may be available from municipal, state, federal, and other resources that award funds to qualifying 501(c)(3) entities.
